Basic Requirement for the Civil Engineering (Geotechnical), 0810 Series: Please refer to the General Schedule Qualification Standards Basic Requirements for All Professional Engineering Positions Series for education requirements.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Required: GS-11:nOne year of specialized experience which includes Meeting ANY TWO OF THE FOLLOWING: 1) Apply professional geotechnical engineering concepts and analyses for design of new or evaluation of existing structures or facilities; 2) perform field inspections of completed civil works projects, particularly dams and levees, for operational condition and signs of distress; and 3) review and check contract drawings, quantity estimates, and technical provisions of the specifications performed by others for conformance with good engineering practice, design requirements and drawing standards.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) or equivalent level.nOR Education: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering.nORnCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Add the two percentages.

GS-12:nOne year of specialized experience which includes Meeting TWO OF THE FOLLOWING: 1) Execute Geotechnical studies required for new design or design required to retrofit existing facilities of a complex nature include, but are not limited to earth dams, dikes, foundations, flood walls, roads, pavements, earthwork, navigation, drainage, utilities and abutment construction; 2) resolve unusually complex problems on new design approaches to pervious and impervious soils, economic feasibility, seepage, stability of slopes and foundations, and/or methods of construction as they pertain to the structure under design; 3) participate in contract negotiations by writing standards and contract specifications; and 4) perform inspections of completed civil works projects, particularly dams and levees, for operational condition and evidence of stress.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent grade level.
