This position is located in the U.S.

Department of Education (ED), Office for Civil Rights (OCR), Program Legal Group (PLG), Civil Rights Data Collection Team (CRDC), headquarters in Washington, DC.The incumbent works under the direction of the CRDC Team Leader, and supports PLG's Director, and the Deputy Assistant Secretary for Policy.

Since 1968, OCR has conducted the CRDC to collect data on key education and civil rights issues in our nation's public schools.

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-13, if you possess the specialized experience, education, or a combination of the two.nSpecialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:n1.Experience conducting complex statistical analyses concerning civil rights matters and effectivelycommunicating about such analyses with internal and external stakeholders.2.Experience publishing high-quality reports on data from large data files with many data elements,and effectively communicating about such reports with internal and external stakeholders.3.Experience developing/drafting surveys and submission tools to measure and collect data related to civil rightscompliance, including development of business rules and other data quality checks demonstrated to improve data quality.nKnowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).

Knowledge of a wide rangeof complex analytical andstatistical theories, principles,and practicesto perform the full range ofstatistical duties.2.

Ability to plan, coordinate,and execute studies ofmarked difficulty andresponsibility in atimely and effective manner.3.

Knowledge of OCRsjurisdiction and adjacent legaland policy areas, and skill indesigning sample surveys andmodifying establishedmethods.4.

Skill in communicating effectivelyin order to effectivelyexplain and exchange informationwith colleagues and management,including written andoral/in-person communicationskills.
