This position has a selective placement factor at the GS-13 level.

The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

GS-13: In addition to the selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Managing energy projects to include third party finance and/or energy investment projects; 2) Managing contractors, developing statement of work for engineering professional services, and negotiating task orders with government contractors; 3) Coordinating the work of specialist in various fields in order to accomplish organizational goals; and 4) Performing analysis of utility systems to identify potential problems areas and recommending corrective actions.

GS-12: In addition to the basic requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Investigating and analyzing potential deficiencies of utility systems; 2) Providing guidance on meeting energy and utility program goals; And 3) Providing recommendations to management for the long range planning of utility systems.
