Serves as the Area Operations Manager for the Upper Rio Grande Field Office (URGFO), Operations and Maintenance (O&M) Division, Operations Department of the United States Section, International Boundary and Water Commission (USIBWC) directly contributing to to the Agency's corps mission of meeting numerous treaty and domestic transboundary management obligations through flood control operations, boundary preservation, and water conveyance.

Qualifications must be met by 07/25/2022 In addition to meeting the Minimum Qualifications for Civil Engineer as described below, to qualify for this position you must also meet the Basic Education Requirement for Civil Engineer (see the Education section).

Minimum Qualifications for Civil Engineer: Specialized Experience: One year of specialized experience at the GG/GS-12 grade level or equivalent pay band in Federal service or comparable pay systems in the private or public sector, which includes: assisting with and/or performing an acceptable amount of duties as described in the GG-13 specialized experience below.

Specialized Experience (GG-13): One year of specialized experience at the GG-12 grade level which includes: conducting studies and periodic observations/inspections of dams, drainage and irrigation structures, flood control structures, floodways, gates, fences, hydrologic structures, and other structures; carrying out designated operations and maintenance program planning, and budgeting; ensuring all operations are in accordance with established safety programs, procedures, budget limitations, and guidelines; composing designs, specifications, and drafting requirements for engineering works and facilities, and control structures; conducting engineering studies of required modifications and recommending alternatives; inspecting contractual projects in progress to determine work status, contractor efficiency, and adherence to established plans and specifications; preparing reports of contractor activities and conferring with contractor representatives; investigating, reviewing, and recommending action on proposed licenses of encroachment; directing license and lease activities; planning weekly and monthly work schedules and sequence of operations; establishing deadlines and priorities; identifying operation problems and improving productivity; composing and submitting reports to supervisor pertaining to operations, including work load and production; applying budgetary principles, laws, regulations, and policies to ensure budgetary procedures are within compliance; coordinating multiple and diverse water, pollution prevention, sanitation, and flood control related projects; implementing internal management controls, and ensuring proper controls are in place and working; working with key representatives of public interest groups, other government agencies, and/or elected representatives during informal conversations and formal meetings; ensuring employees are appropriately recruited, selected, trained, appraised, and rewarded; ensuring effective communications with and among employees; explaining work requirements, methods, and procedures; ensuring employee training and development opportunities; monitoring attendance, and approving leave; resolving informal and formal complaints; developing performance standards and informing employees of their progress; actively promoting Equal Employment Opportunity (EEO) objectives; and fostering an inclusive workplace where diversity and individual difference are valued and leveraged to achieve vision and mission of the organization.
