This position is in the Federal-aid Division Office responsible for the administration of the Federal-aid highway program as it relates to project and program development oversight off all aspects of a Federal-aid highway project for assigned State Department of Transportation Region(s).

These responsibilities include assuring that environmental programs, studies, and documents on Federal-aid highway projects comply with the National Environmental Policy Act (NEPA).

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience applying environmental standards, methods, and practices to assure full implementation of the National Environmental Policy Act (NEPA) and other environmental laws, regulations or policy; ANDnExperience preparing and reviewing environmental documents including, but not limited to Environmental Impact Statements (EIS), Environmental Assessments (EA), Categorical Exclusions (CE), Environmental Assessments, Purpose and Needs Statements, Alternative Analyses, etc.; ANDnExperience in project and program development of all aspects of a Federal-aid project from initial scoping through maintenance.

To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D.

degree or Ph.D.

or equivalent doctoral degree.nYou can also qualify based on a combination of higher level graduate education and experience.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience applying environmental standards, methods, and practices to assure full implementation of the National Environmental Policy Act (NEPA) and other environmental laws, regulations or policy; AND Experience preparing and reviewing environmental documents including, but not limited to Environmental Impact Statements (EIS), Environmental Assessments (EA), Categorical Exclusions (CE), Environmental Assessments, Purpose and Needs Statements, Alternative Analyses, etc.; ANDnExperience in project and program development of all aspects of a Federal-aid project from initial scoping through maintenance.; ANDnExperience working with other Federal and/or State agencies to advance projects in accordance with NEPA requirements and helping to resolve issues or conflicts that arise with processes or outcomes.

You cannot qualify on education at the GS-12 level; you must have experience.nFor all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
