This position is located in the Federal Transit Administration (FTA) Chicago, IL Regional Office.

The Region V, Office of Program Management & Oversight manages some of most sophisticated transit operators and transit system network in the United States.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience with financial grants oversight, technical guidance and compliance reviews.nExperience with basic engineering design and construction principles and procedures related to transportation projects including the costs of alternate construction techniques.nExperience examining and developing project progress reports, financial statements and schedules and comparing them with the latest approved budgets and schedules noting any significant cost increases and slippage.

To qualify for the GS-09 on Education alone, you must have at least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.

You can also qualify based on a combination of graduate education and experience.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience managing or directing transportation projects.nExperience with engineering fields, including civil, structural, architectural, electrical, mechanical, and environmental.nExperience with engineering theories, concepts, principles, standards and methods and prepare, present, and evaluate plans, reports, and correspondence.

To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D.

degree or Ph.D.

or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience extending and modifying traditional design and construction engineering options.nExperience with designing engineering and construction management and related engineering fields, including structural, architectural, electrical, mechanical, and environmental.nExperience providing oversight to others on engineering issues, concepts, principles and methods.nExperienceproviding advice and recommendations for the continuous improvement of major safety programs, systems and operations of national significance.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of engineering concepts, principles, and practices, and of equipment, tools, mechanical devices, and their uses to produce motion, light, power, technology, and other applications.nKnowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.nKnowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines.nKnowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
