In addition to the basic education requirements, applicants must meet the following minimum qualifications: For the ND 04: Your resume must also demonstrate at least one year of specialized experience equivalent to the ND-03 pay band (GS-09/11 equivalent grade) in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: as a professional engineer analyzing and completing plans, designs, and design specifications to complete limited engineering projects.
