Basic Requirement for GS-1102-05 through 12 levels:A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception Provision : If you occupied a GS-1102 position at the GS-5 through GS-12 on January 1, 2000, you are considered to meet the basic requirement.nYou must meet the Basic Requirements (or the exception) listed above and have one year of specialized experience equivalent to the GS-11 level in the Federal service.nSpecialized experience is defined as experience performing contracting assignments procuring supplies and/or services using a wide range of contracting methods, contract vehicles and types.
Procurement of these supplies and/or services at this level include: Planning and carrying out pre- and post-award acquisition actions;nPreparing solicitation documentation incorporating necessary specialized provisions, and drafting the final contract;nEvaluating vendor offers for both technical and price/cost factors as well as evaluating bidders capacity to perform/comply with contract clauses and specifications;nPlanning and conducting negotiations on price, technical requirements, terms, and conditions of the contract;nResponding to and resolving acquisition questions/issues that require research to provide recommendations/responses;nAnalyzing contracting issues and identifying alternative courses of action.
