These positions are located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Engineering Services Division (ESD), Architecture & Standards Branch (ASB), Spectrum Management Section (SMS) in multiple locations: Cleveland, OH; Honolulu, HI; Juneau, AK; Miami, FL; Norfolk, VA; Oakland, CA; or San Diego, CA.
To qualify for the GS-11 Grade Level: Applicants must have one year of specialized experience equivalent to the GS-9 grade level in the Federal service.
Specialized experience includes: Providing administrative, information resource management (IRM), and technical support to the Coast Guard's HQ, Atlantic, and Pacific Areas for the frequency management programnResponding to problems or inquiries initiated by other users of the frequency spectrum with the objective to protect Coast Guard frequency resourcesnAssisting with the procurement and distribution of data material of the International Telecommunications Union (ITU) maritime services publications for the Coast Guard.
OR at least one of the following if using education to qualify at this grade level:n(A) a Ph.D.
or equivalent doctoral degreenORn(B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if relatednORn(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.nTo qualify for the GS-12 Grade level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service.
Specialized experience includes: Managing and providing administrative, information resource management (IRM), and technical support to the Coast Guard's HQ, Atlantic, and Pacific Areas for the frequency management programnOverseeing the day-to-day work of the regional spectrum managers and providing management and direction to ensure accuracy and compliance of their spectrum assignments and frequency planning worknServing as a technical staff manager supporting the use of radio frequencies for law enforcement, command and control, radio navigation, and distress and safety purposesnManaging the Emergency Readiness Program for the use of the radio spectrum during national emergencies, devising plans and initiating action to provide a reserve of assets to support requirementsnResponding to problems or inquiries initiated by other users of the frequency spectrum with the objective to protect Coast Guard frequency resourcesnManaging the procurement and distribution of data material of the International Telecommunications Union (ITU) maritime services publications for the Coast Guard Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
