This position is located in the National Design, Construction, and Soil Mechanics Center (NDCSMC), Lincoln, Nebraska, and provides supervision and guidance to employees in the Testing Section of the Soil Mechanics Laboratory.

The laboratory is a production facility responsible for providing soil mechanics information and testing services to all levels of NRCS.

Minimum Qualifications:nTo be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education below for the respective grade level in which you are applying.

Time in GradenMerit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level.

One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level.

(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.

No Award or General Adjustment SF-50's will be accepted).

GS-10nSpecialized Experience: You must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service that included:n1) Applying civil engineering policies, standards, and procedures to conservation projects;n2) Utilizing performance plans and observes work performance; gives advice or instruction on both work and administrative matters;n3) Participating in the development of annual work plans, workload analyses, budgets, and schedules of all laboratory operations;n4) Identifying training needs of employees and provides or arranges for the training; and finds ways to improve production or increase the quality of the work.

OR Education: Must possess a Ph.D.

or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in engineering or other directly related field.

(Must submit transcripts.) OR Combination: Must possess a combination of specialized experience and graduate education as described directly above that total 100% when combined.

First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages.

The total percentages must equal at least 100 percent to qualify.

Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade.

(Must submit transcripts.) GS-11nSpecialized Experience: You must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service that included:n1) Applying civil engineering policies, standards, and procedures to conservation projects;n2) Establishing performance plans and evaluates work performance; gives advice, counsel, or instruction on both work and administrative matters;n3) Leading in the development of annual work plans, workload analyses, budgets, and schedules of all laboratory operations;n4) Identifying training needs of employees and provides or arranges for the training; and finds ways to improve production or increase the quality of the work.

OR Education: Must possess a Ph.D.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
