Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace.

The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course descriptions from the appropriate college/university):1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.In addition to meeting the basic requirements listed above, you must also meet the specialized experience.SPECIALIZED EXPERIENCE: For FG-1750-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the FG/GS-09 which may include but not limited to: Developing curriculum for instructional programs utilizing instructional design principles and methods; collecting data to analyze the effectiveness of instructional programs; utilizing technological applications to develop computer based instructional products; and using virtual delivery platforms such as Zoom, Adobe Connect, Teams, Huddle, etc.OR,Education Substitution: To qualify based on education you must have 3 years of progressively higher level graduate education leading to a Ph.D.

degree or Ph.D.

or equivalent doctoral degree, if it provided the knowledge, skills and abilities necessary to do the work.OR,Combination of education and experience may be qualifying for this position.

Refer to OPM's Operating manual qualification Standard at, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp for more information.For FG-1750-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the FG/GS-11 which may include but not limited to: Applying professional concepts, principles, methods, techniques, and practices of the instructional systems field, learning theory, and instructional development methods to develop and make adaptations or extensions of instructional materials; instructional program planning methods and techniques; creating plans for the evaluation of training programs; researching, collecting data, and preparing interpretations of results and recommendations within a training program; and using virtual delivery platforms such as Zoom, Adobe Connect, Teams, Huddle, etc.For FG-1750-13: In addition to the Basic Requirements for this position, your resume must also demonstrates at least one year of specialized experience at or equivalent to the FG/GS-12 level which may include but not limited to: Planning, coordinating, developing, reviewing, or evaluating education or training programs for total support; analyzing learning problems; selecting teaching strategies using appropriate models and developing course plans; performing research on ISD methods, evaluation techniques, and other studies related to improving the learning process; preparing reports and recommendations on the use of new and/or improved teaching techniques; executing training delivery within budget and time constraints; designing, developing and managing blended learning, Micro-learning, Gamification, and virtual asynchronous/synchronous training solutions; converting/repurposing training material to be used in multiple modalities, e.g., instructor-led to virtual, web-based augmented/Virtual Reality; using authoring tools such as Adobe Captivate, Articulate Storyline/360; and using virtual delivery platforms such as Zoom, Adobe Connect, WebEx, Teams, Huddle, etc.
