Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.nSpecialized Experience for the GS-09 is defined as: Applying basic personnel security regulations, national security, industry security guidelines and standards in order to assist more senior Personnel Specialists in administering personnel security programs.

Making security clearance adjudications, suitability determinations.

Researching and investigating customer inquiries involving personnel security questions regarding suitability and all national security questions as they relate to issuing and passing clearances and credentialing determinations.

Specialized Experience for the GS-11 is defined as: Applying personnel security policy, procedures, techniques, equipment and methods to identify and report conflicts in procedural issues.

Assist in making security clearance adjudications, suitability determinations and recommendations; Determine eligibility for access to classified or sensitive information and granting personnel security clearances/accesses in the presence of minor derogatory information.

Respond to questions and inquiries involving personnel security as they relate to both national security, suitability and credentialing determinations.

Specialized Experience at the GS-12 is defined as: Performing work in a personnel security office/program/team adjudicating all designations of pre-employment, national security and suitability cases.

Preparing all forms of written documentation associated with determinations for review and approval.

Has directly related experience in the initiation and review of background investigation forms, using automated personnel security programs/systems daily for input, output analysis and correction of adjudication actions.

Experience with Homeland Security Presidential Directive - 12 (HSPD-12) Smart Card or issuance of Smart Card Credential processes and systems.

Substitution of Education for Experience (GS-09): Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

Substitution of Education for Experience (GS-11): Three full years of progressively higher-level graduate education leading to a Ph.D.

or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

There is no substitution of education for the GS-12 grade level.
