The position is located in the Executive Office (EX) for the Bureaus of Near Eastern and South and Central Asian Affairs (NEA-SCA/EX).The incumbent of this position serves as the NEA-SCA/EX's Personal Services Contractor (PSC) Program Coordinator with responsibility for planning and coordinating all aspects of the Bureaus' PSC program.

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.nIf you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.nApplying for the GS-12nApplicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.nQualifying specialized experience must demonstrate the following:nExperience overseeing all aspects of the recruitment process, to include establishing and implementing recruitment strategies designed to deliver a diverse pool of highly qualified subject matter experts for vacant contractor positions.nExperience planning and executing creative recruitment campaigns to locate and identify highly qualified candidates for unique, unusual, and hard-to-fill contract positions overseas.nExperience working drafting contracts for contract workersnThere is no substitute of education for specialized experience for the GS-12 position.

Applying for the GS-13nApplicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.nQualifying specialized experience must demonstrate the following:nExperience troubleshooting the most complex issues related to pay and leave, researches pertinent guidelines, and provides viable solutions.nExperience advising managers of their responsibilities in the contractor appraisal/evaluation process and develops guidelines to ensure that information on the appraisal process is communicated on a timely.nExperience overseeing all aspects of the recruitment process, to include establishing and implementing recruitment strategies designed to deliver a diverse pool of highly qualified subject matter experts for vacant contractor positions.nThere is no substitute of education for specialized experience for the GS-13 position.
