This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Enterprise Services and Secretary CCC, Performance, Accountability, and Risk, Internal Auditing.

The duties include: conduct fraud investigations and analysis, prepare analytical and investigative products and reporting to support investigations of fraud, waste, and abuse related to Farm Production and Conservation (FPAC) programs and operations.

This is a AFSCME Bargaining Unit position.

Specialized Experience:GS-13: To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-12 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position.

For this position, specialized experience is:The Certified Fraud Examiner will prepare analytical and investigative products to support investigations of fraud, waste, and abuse related to Farm Production and Conservation (FPAC) programs and operations.

This includes:Conduct fraud examinations and reviews.- Conduct data analysis on complex and non-criminal investigations into potentially fraudulent activities based on risk assessments, data analysis, OIG hotlines, etc.- Analyze and review documents and financial activities to identify potential fraud.- Collaborate with the Office of the Inspector General criminal investigators in preparing for interviews of witnesses and subjects.- Accompany investigators and individually conduct interviews in nonvolatile situations and contribute to the gathering and clarification of information related to investigation activities.- Develops recommendations based on results of investigations, forensic audits or special projects conducted, with a view to strengthen internal controls and minimize recurrence of fraud or other wrongdoing.- Draft and finalize investigative reports.- Testify at hearings and criminal trials when necessary.- Develops and maintains professional relationships with stakeholders.

Applicants must meet all qualifications and eligibility requirements by the 10/01/2020 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
