Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Chief Financial Officer, Washington, DC.

This is a non-bargaining unit position.

GS-09: You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-07 grade level performing duties such as: Serving as an advanced level trainee analyst, performing a range of developmental assignments and program activities requiring application of qualitative and/or quantitative methods for assessment of management processes, systems and mission support programs.

Providing technical assistance and support to staff in applying analytical and evaluative techniques to the financial and budgetary requirements for use in documents, reports, and briefings.

Providing analytical support on problem definitions, planning methodologies, policies and procedures.

Providing written and oral reports with conclusions, alternatives and recommendations on policies, projects and studies.

ORnEducation: A master's degree (or equivalent graduate degree such as a L.L.B./J.D.) or two (2) academic years of progressively higher level graduate education leading to such a degree.

ORnCombination of Education and Experience: A combination of successfully completed post-high school education and experience.

GS-11: You qualify for the GS-11 grade level if you possess one of the following:nExperience: One (1) year of specialized experience at the GS-09 grade level performing duties such as: Planning, scheduling, and conducting data related projects and studies.

Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

Analyzing information for the purpose of implementing efficient use of resources to provide strategic recommendations to higher level officials.

Assisting with the management of data and life cycle analytics and the development of models, tools, dashboards, processes and procedures ORnEducation: A Ph.D.

or equivalent doctoral degree or three (3) academic years of progressively higher level graduate education leading to such a degree.

ORnCombination of Education and Experience: A combination of successfully completed post-high school education and experience.

GS-12: You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level performing duties such as: Analyzing financial information for the purpose of recommending and/or developing methodology for the efficient use of resources.

Providing strategic recommendations and maintaining solutions to business and financial problems.

Monitoring and evaluating reports, budgetary and financial policies, rendering interpretations for executive orders, program guidelines, directives and policies and precedents across agency lines.

Reviewing new methods and techniques for forecasting budget long range funding needs and developing timetables for obtaining needed funding for new or modified government programs.

Assisting with the management of data and life cycle analytics and the development of models, tools, dashboards, processes and procedures.
