FTA is seeking highly-motivated, mission-oriented, and innovative Senior Analyst to join the Office of Information Technology to lead efforts in defining customer 'critical to quality' factors, defines and implements process improvements on key initiatives aligned to FTA that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and effective and efficient use of FTA resources.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of specialized experience equal or equivalent to the GS-13, it must include: Experience adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.nExperience with management principles, organizational theory, and techniques of analysis and evaluation along with knowledge of administrative practices and procedures to conduct studies of FTA TAD's programs and operations.nExperience communicating effectively orally and in writing with both internal and external stakeholders in order to present technical or financial information to management and technical and non-technical personnel.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment.

Capitalizes on opportunities and manages risks.nCompliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.nProject Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.nCustomer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
