The Bureau of Safety and Environmental Enforcement (BSEE) is an agency of the United States Department of the Interior that regulates the safety and environmental performance of offshore oil and gas operations on the Outer Continental Shelf (OCS). The BSEE was created in 2010 by the merger of the Minerals Management Service's (MMS) Royalty Management, and the MMS's Office of Offshore Regulation, Enforcement, and Inspection. The BSEE's mission is to ensure the safe and environmentally sound development of oil and gas resources on the OCS.
